MWSC and Chiwempala Community Address Vandalism and Encroachment at Sewer Ponds
Mulonga Water Supply and Sanitation Company Limited (MWSC), in collaboration with the Chiwempala community of Chingola, conducted a site assessment and stakeholder meeting at the rehabilitated Chiwempala Sewer Ponds. This intervention is part of MWSC’s ongoing efforts under the Zambia Water and Sanitation Project.
Background
As part of its mandate to improve water and sanitation infrastructure, MWSC recently completed major rehabilitation works at the Chiwempala Sewer Ponds. However, the project’s success is being undermined by a growing number of vandalism incidents and unauthorised encroachments.
Key Issues Identified
- Vandalism of Concrete Manhole Covers
Thieves have begun targeting the new manhole covers, specifically extracting wire reinforcements embedded within, resulting in structural damage and elevated repair costs. - Encroachment and Misuse of Sewer Lines
Some local farmers have obstructed sewer lines to divert untreated wastewater for crop irrigation—presenting serious health and environmental hazards.
Site Walk-Through and Engagement
MWSC representatives, together with community leaders, conducted an on-site walkthrough to assess the damage and gather feedback. This exercise provided valuable insights into the extent of vandalism and encroachment, forming the basis for an effective remedial strategy.
Strategic Response and Collaboration
During a facilitated focus group discussion, participants committed to coordinated action. MWSC and community leadership agreed on a multi‑faceted approach, including:
- Community Awareness Campaigns – To reinforce the importance of safeguarding critical infrastructure.
- Local Surveillance Measures – Empowering residents to report suspicious activity.
- Legal Repercussions – MWSC will work with local authorities to ensure that individuals caught vandalizing or misusing infrastructure are prosecuted.
Impact
MWSC emphasised that the sabotage and misuse of these facilities disrupt service delivery, compromise public health, and burden the community with additional costs. Protecting the integrity of the sewer system is essential to ensure sustained, reliable sanitation services for all residents.
