MANAGER – ICT X1
Purpose of the Job
The IT Manager is responsible for planning, implementing, managing, and maintaining the organization’s information technology infrastructure, systems, networks, cybersecurity, and digital solutions. The role ensures reliable IT operations, supports business objectives through technology, and leads initiatives that improve efficiency, security, and innovation across the organization.
Main accountabilities
- Develops and implements the Company’s IT strategy aligned with business goals.
- Advises management on technology investments and digital transformation initiatives.

CUSTOMER SERVICES MANAGER X1
Purpose of the Job
Developing objectives for the call centre’s day-to-day activities. Conducting effective resource planning to maximize the productivity of resources (people, technology etc.). Collecting and analyzing call-center statistics (customer service metrics such, types of common complaints from each area, time taken to resolve complaints waiting time of callers etc.)
Main accountabilities
- Develops objectives for the call centre’s day-to-day activities
- Collects and analyse call-centre statistics (customer service metrics etc.)
- Assumes responsibility of budgeting and tracking expenses
- Hires, coaches and provides training to personnel to maintain high customer service standards
- Monitors and improves telephone handling and other procedures

TRANSMISSION AND DISTRIBUTION ENGINEER X1
Purpose of the Job
To plan and direct the operations of the water transmission and distribution facilities and its related infrastructure in the company so as to provide quality water supply services at levels agreed in the service level agreements and guarantees.
Main accountabilities
- Plans for effective and efficient operation of the water transmission and distribution facilities across the Division.
- Plans for valve maintenance programs and water networks across the division.
- In liaison with the Engineer – NRW, plans for pipe replacements in the water networks across the Division
- Ensures that water networks’ information across the Division is captured in GIS and periodically updated
- Maintains and sustains water supply hours/day in accordance with agreed SLA and SLG
- Enforces compliance to SOPs on Water Transmission and Distribution networks
- Develops the standards for water transmission and distribution networks.
- Plans cleaning/servicing of water trunk main lines by loading the line at the highest pressure to flush out any debris that may have built up.
- Facilitates replacement of old lines with new ones to improve service provision.
Knowledge and Skill Requirements:
- Grade 12 School Certificate with Five ‘O’ Levels
- Grade Bachelor’s Degree in Civil or Water Engineering
- Member of the EIZ and registered with ERB
- Minimum 5 Years post qualification experience in similar role
- A good understanding of the effective management of a water distribution network

IMPLEMENTATION ENGINEER – CIVIL X1
Purpose of the Job
To undertake Project Engineering activities involving scoping, project implementation and management works for the Utility’s infrastructure.
Main accountabilities
- Carries out preliminary in-house scoping of all Engineering works, end user consultations, specifications, and check basic design data of engineering drawings to ensure that they are in line with the overall project design.
- Undertakes preliminary reviews of the Engineering designs to and from Consultants and MWSC
- Assists superior prepare and/or carrying out preliminary reviews of technical specifications for tender documents for the supply of goods, works and services for approval.
- Participates in tender evaluation and awarding of contracts for the Projects as assigned
- Carries out project implementation activities from pre-commencement meetings, progress meeting and close out processes.
- Ensures project adheres to TQC Principles.
- Carries out preliminary scrutiny of payment certificates from Contractors, Suppliers and consultants in readiness for payments
- Works closely with the Community Mobilization and Social Specialist on community water and sanitation activities of the Project.
Knowledge and Skill Requirements:
- Full Grade 12 Certificate
- Bachelor’s Degree or equivalent in Civil Engineering
- Registration with ERB and Member of EIZ.
- Minimum 5 Years post qualification experience in a similar role
- Strong practical knowledge of water distribution networks, transmission pipelines, reservoirs, pump stations, water treatment infrastructure, sewer networks and related civil infrastructure

ASSISTANT ENGINEER MAINTENANCE X1
Purpose of the Job
To implement all planned maintenance program and carryout repair, overhaul and rehabilitation works in line with the existing maintenance management system to always maintain equipment and machinery in good working order to support water and sewerage service delivery.
Main accountabilities
- Implements the planned maintenance programmes through supervision of artisans engaged in the repair, overhaul works and projects.
- Identifies and recommends engines, pumps, valves and other mechanical units for replacement.
- Prioritizes and allocates tasks, tools, protective clothing and materials to maintenance crews daily.
- Assesses material requirements including tools and protective equipment and spares to ensure effective and efficient maintenance and repair works.
- Installs, overhauls pumps, valves, motors and other mechanical units and modifies where necessary.
- Conducts work site inspections to ensure adherence to deadlines, safety and health and provides guidance as necessary.
- Undertakes weekly planned maintenance on pumps at the water and sewerage pump stations to reduce time due to breakdowns.
- Undertakes monthly preventive and vibration analysis on all duty pumps to confirm and ensure full functionality.
- Provides inputs in budget preparation by submitting the sectional budget figures and submits monthly funding requirements based on the approved budget.
- Supervises, trains, motivates, develops and disciplines subordinates. Monitors, reviews and agrees on performance of subordinates to ensure that they meet the agreed targets.

Knowledge and Skill Requirements:
- Grade 12 School Certificate
- Bachelor’s Degree in electrical or mechanical engineering

ASSISTANT ENGINEER – NETWORKS X1
Purpose of the Job
To coordinate and supervise Operations and Maintenance activities on the Water Distribution networks and ensure activities in line with the planned maintenance programs and service level guarantees in place.
Main accountabilities
- Supervises operation and maintenance of the water distribution facilities focusing on effectiveness and efficiency for attainment of approved water supply targets.
- Implements planned maintenance schedules for the entire distribution network under his/her jurisdiction to ensure water supply in line with service level guarantees.
- Supervises works programs of engineering-related customer complaints received and reported faults across entire water distribution system.
- Mobilizes equipment and other resources required to undertake the repairs and maintenance works in the network in order to maintain water pressure
- Maintains and sustains water supply hours/day in accordance with agreed SLA and SLG across the division
- Supervises the cleaning/servicing of water trunk main lines by loading the lines at the highest pressure to flush out any debris that may have built up.
- Supervises the improvements in the network by replacing old lines with new ones in order to improve service provision
- Conduct walkover surveys by walking through the water lines from the production Centre to the boundary/district meters to identify sources of water losses and reduce levels of unaccounted water.
- Ensures that newly connected clients are captured on the billing database through submitting information on new meters to billing section.
- Undertakes installations of fire hydrants to increase firefighting capability
- Provides inputs to the Engineer Transmission and Distribution for the Divisional budget by submitting the sectional budget figures and thereafter budget monitoring during implementation to ensure adherence to budget provisions.
- Monitors, reviews and agrees on performance deliverables of subordinates to ensure that they meet their agreed targets.
- Ensures the critical operations of reservoir de-slugging and housekeeping around reservoirs and distribution centres.
Knowledge and Skill Requirements:
- Grade 12 Certificate with Five ‘O’ Levels

ASSISTANT ENGINEER X1
Purpose of the Job
Reporting to the Implementation Engineer – Civil, the job holder is responsible for supervising construction programs for both in-house and contracted works. These will include water networks, water treatment works and Sewer networks.
Main accountabilities
- Ensure Contractor has regularly approved program of works including all critical working drawings, constantly monitoring project cost, quality and time.
- Check that contractor has adequate levels of deployment of staff, plant and equipment on site for speedy implementation of the works and report to Superiors all eventualities that require action.
- Inspect/check adherence to contract provisions by contractors and consultants.
- Submit monthly progress update complete with labour, plant and equipment returns for in-house supervised works.
- Prepare detailed measurement sheets for quantities done on site to be used for payments.
- Overseeing quality control, health and safety matters on site.
- Ensuring that all materials used and work performed are as per specifications.

ESTATES OFFICER X1
Purpose of the Job
Reporting to the Manager Technical Asset Management, the job holder will be responsible for overseeing and conducting maintenance and repair works on the Company’s buildings/assets, as well as to keep accurate records of all maintenance practices
Main accountabilities
- Carries out assessment of civil works in order to properly maintain buildings and equipment
- Prepares plans and designs for repair and maintenance of buildings
- Identifies materials required for civil works, repair and maintenance of Institute’s buildings;
- Undertakes various types of civil engineering/building works, fixing installations, plumbing, air conditioners, and electrical wiring;
- Overseeing contractors when professional repairs are necessary;

MANAGEMENT SECRETARY
Purpose of the Job
To provide secretarial and administrative support to the superior in order to ensure efficient and effective operation of the Director or Manager’s office
Main accountabilities
- Types all correspondence/documents to ensure that all correspondence and other documents are efficiently typed and submits for quick action.
- Maintains all correspondences/documents accurately and keeps a record of the Superior ‘s appointments.
- Receives telephone calls and takes down messages appropriately.
- Ensures that all confidential and other documents from both internal and external sources are well secured.
- Ensure that visitors/clients are attended to and that queries are appropriately attended to.
- Maintains all office use materials and Stationery for the superior’s office and other staff members by making sure the offices have all the stationery required at the right time and give support staff services to basic administration work in the Department.

METER READERS
Purpose of the Job
To carry out customer services functions in the assigned area of operation involving taking meter readings accurately in readiness for correct billing to facilitate generation of correct bills for distribution to metered customers for payment for services rendered
Main accountabilities
- Lifts, loads, unloads tools and equipment as directed
- Reads and records water meter readings on the Meter Reading App or Meter Reading Sheet as provided, takes clear pictures of the water meters and comments on the status of each account.
- Verifies readings in instances where consumption appears abnormal and provides reasons for the fluctuations.
- Distributes disconnection notices to customers whose bills are overdue.
- Responds to simple customer queries in the field and records queries that are more complex for submission to the supervisor for action and ensures that feedback is timely communicated to the customer.
- Records unmetered properties in designated area.
- Carries out water disconnections on owing customers
- Carries out water reconnections
- Undertakes random checks on disconnected properties to check on illegal reconnections
- Sensitizes customers on digital payment methods.
- Inspects meters for unauthorized connections, defects and damages
- Update clients’ address, contact numbers and meter location coordinates.
Knowledge and Skill Requirements:
- 5 O-Level School Certificate
- At least 1 year experience in meter reading, field operations, customer service, data collection or a similar role is an added advantage

OFFICE ASSISTANT
Purpose of the Job
To clean and secure offices and office surroundings and collect and distribute/deliver mail from Post Office/Registry to designated offices and other institutions
Main accountabilities
- Cleans offices, kitchens, toilets, verandas, corridors, and office surroundings every day by mopping, dusting, slashing, weeding etc.
- Collects and delivers mail, newspapers and circulates files, memoranda, within the office to facilitate Company operations
- Posts, collects mail from the post office and delivers mail as required
- Maintains incoming and outgoing mail registers
- Undertakes timely photocopying, duplicating, binding, and shredding of documents to facilitate smooth operations of the office
- Secures and ensures confidentiality of Company information

Purpose of the Job
To perform a variety of simple repetitive tasks as directed by the supervisor in charge that may involve, lifting, pushing, weighing, loading, digging, cleaning, cutting, greasing, turning, tightening or loosening bolts using physical effort or simple equipment, tools or machinery in order to assist the artisan accomplish assigned task.
Main accountabilities
- Lifts, loads, unloads tools and equipment as directed
- Loosens, tightens bolts, screws or straps as directed in order to secure parts, equipment, machinery or goods
- Digs and backfills after artisan has repaired defects or accomplished work
- Cleans, washes floors, work areas, slashes grass as directed to clean or clear designated area
- Records simple data and information as directed by the artisan
- Undertakes any simple task assigned by the artisan
Knowledge and Skill Requirements:
