
At the opening of the 3rd Pan-African Implementation and Partnership Conference on Water (PANAFCON-3) in Lusaka, President Hakainde Hichilema, represented by Vice President Mrs. W.K. Mutale Nalumango, in
delivered a compelling address, emphasizing the critical importance of water and sanitation in Africa’s development agenda.
He welcomed over 1,500 delegates, including ministers, African Union commissioners, development partners, and stakeholders from across the continent and beyond, to the conference held from May 27 to 29, 2025 .
Under the theme “Assuring Inclusive and Climate-Resilient Water Security and Sanitation for the Africa We Want,” President Hichilema highlighted the necessity of placing water and sanitation at the heart of Africa’s health, prosperity, and peace. He acknowledged the continent’s challenges, noting that despite the Africa Water Vision 2025’s aspirations, progress has been hindered by rapid population growth, urban expansion, climate variability, and underinvestment, leaving millions without safe water and dignified sanitation.
The President called for transformative action, urging stakeholders to recognize water and sanitation as economic drivers and catalysts for opportunity. He emphasized the need for innovative approaches, including blending public and private financing, embedding water and sanitation in national budgets and development plans, and fostering partnerships across sectors.
President Hichilema also highlighted Zambia’s commitment to water security and sanitation, referencing the country’s legislative reforms and infrastructure investments. He expressed hope that PANAFCON-3 would yield significant benefits, including increased investment, job creation, and enhanced international visibility for Zambia.

In closing, he called on all leaders, experts, and partners to invest their wisdom, influence, and resources in the conference’s success, aiming to ensure that every child has access to clean and safe water, every family enjoys dignified sanitation, and every community thrives in resilience and prosperity.
