Ministry Of Water Development and Sanitation unveils new boards for water utilities

Lusaka, 20th September, 2025 – The Minister of Water Development and Sanitation, Hon. Eng. Collins Nzovu, MP, has appointed new Boards of Directors for eight of the country’s eleven commercial water utilities.

The new boards for Lusaka, Kafubu, Nkana, Mulonga, Chambeshi, Eastern, North Western and Lukanga Water Supply and Sanitation Companies are expected to provide strategic leadership and strengthen performance in line with government’s commitment to expanding access to safe drinking water and improved sanitation services nationwide.

These appointments mark a significant step towards enhancing corporate governance, accountability, and operational efficiency in the water sector. Each board brings together a diverse team of professionals drawn from engineering, economics, finance, law, and public administration. This blend of expertise is expected to inject fresh perspectives and renewed drive into the management of the utilities.

The boards have been given a clear mandate by the Minister of Water Development and Sanitation, Hon. Nzovu. The boards are required to sign performance contracts with specific, measurable targets for key indicators, ensuring accountability.

Their core responsibilities include:

• Project Completion: They must prioritize and fast-track the completion of all ongoing projects, including major infrastructure works.
• Public-Private Partnerships (PPPs): To address investment gaps, the boards are directed to actively explore and undertake viable PPP projects to attract private capital and expertise.
• Financial Performance: A key focus is to improve the financial health of the companies by enhancing revenue collection, reducing operational costs, and increasing efficiency.
• Addressing Sector Challenges: The boards are also expected to tackle existing challenges such as high levels of non-revenue water, aging infrastructure, and rising energy costs.

The Minister also underscored the importance of accountability and transparency, urging the new boards to work hand-in-hand with management, staff, and stakeholders in addressing pressing sector challenges and the urgent need for increased investment to reach underserved communities.

“The government is committed to ensuring that all citizens have access to clean, safe, and reliable water, as well as adequate sanitation services. The newly appointed boards are tasked with steering their respective companies towards greater efficiency, financial sustainability, and improved service delivery. We are confident they will meet the expectations of the Zambian people,” said Hon. Nzovu.

Hon. Nzovu further reaffirmed government’s commitment to providing the necessary policy direction and financial support to the sector, emphasizing that universal access to water and sanitation remains a top national priority.

The newly constituted boards are expected to assume their responsibilities immediately and drive strategies that will deliver measurable improvements in service delivery for all customers.
